Typically these type of offers will work regardless of having the in-app offer or not as they are programmed into the till. I can never say for certain though, but $0.50 for canned tuna with no limit is a crazy deal if your family enjoys tuna salad / sandwiches / etc.... come to think of it, I haven't made a tuna salad with pasta in ages, tasty though. Equally No Frills has "up to" 30% back in points for total spend this week (I think?) so if you are medium to high level lucky on the 10-30% offer (aka getting 20-30% back) you could be earning 700-800 points back per dollar spend here, even more if you have a PC Express code or personal offers.
